The Ethics and Anti-Corruption Commission (EACC) has summoned Kisumu City Manager Michael Abala Wanga to immediately present himself at Integrity Centre in Nairobi for processing and arraignment over allegations of forgery, fraud, and abuse of office.
In a statement issued Thursday, EACC Chief Executive Officer (CEO) Abdi Mohamud said the Commission had secured approval from the Director of Public Prosecutions (DPP) to charge Wanga with multiple offences arising from investigations into his conduct while serving as City Manager.
According to the Commission, Wanga is accused of using forged academic certificates to fraudulently secure his appointment.
Investigators also allege that he used falsified documents to facilitate the travel of a female non-staff member to Lagos, Nigeria, between July 8 and 12, 2024, under the guise of a Kisumu County employee, enabling her to receive county-funded allowances.
EACC said the actions resulted in the fraudulent acquisition of public resources, prompting the move to prosecute.
Wanga is set to face four charges: forgery under the Penal Code; fraudulent acquisition of public property under the Anti-Corruption and Economic Crimes Act; uttering false documents; and presenting forged certificates contrary to the Kenya National Examinations Council Act.
“The Commission hereby directs Michael Abala Wanga, the Kisumu County City Manager, to present himself at EACC Headquarters, Integrity Centre, Nairobi, immediately for processing and arraignment,” the statement read.
The summons marks the latest escalation in the Commission’s efforts to crack down on integrity breaches within county administrations.
