Nairobi Governor Johnson Sakaja has removed Geoffrey Mosiria as Chief Officer for Public Participation, Citizen Engagement and Customer Service, ten days after Mosiria declared his intention to run for Nairobi governor in 2027.
The changes took effect immediately and were set out in a circular dated Wednesday, October 21, 2026, signed by County Secretary and Head of Public Service Dr Machel Waikenda with the governor’s approval.
“Pursuant to sections 44(3)(a), 45(5) and 64 of the County Governments Act, 2012, and with the approval of His Excellency the Governor, the following officers are hereby reassigned and/or designated to the respective offices of County Chief Officer (CCO),” the notice read, adding that “the changes take effect immediately.” The circular did not give a reason for Mosiria’s removal or say whether he had been assigned another role.
In the same reshuffle, Zipporah Njeri Mwangi, Chief Officer for City Culture, Arts and Tourism, takes over Mosiria’s docket in an acting capacity while retaining her current role. Eng. Samwel Njogu becomes Acting Chief Officer for Mobility, while Godfrey Akumali, Chief Officer for Housing and Urban Renewal, takes on the Lands docket in an acting capacity.
Mosiria responded on X within hours, accusing the governor of having sidelined him for nearly three years. “Thank you, my boss, for making my sacking official,” he wrote. “However, what you forgot to tell Nairobi residents and Kenyans is that you effectively dismissed me on 28th December 2023.”
He claimed that the health budget under his docket was cut from Sh1.2 billion to Sh100 million after he declined to take part in direct procurement.
“You went ahead and reduced my dockets health budget from 1.2B to 100M so that I couldn’t have a budget to work, reasons being I refused to be used to do direct procurement favoring people around you and your contractors,” he wrote.
He also said he had information that a court case was being prepared against him and denied claims that he diverted medicines meant for county hospitals. He said the medicines had reached all 124 county health facilities. His allegations have not been independently verified, and the governor’s office had not responded at the time of publication.
Mosiria declared his bid for the Nairobi governorship on October 11, 2026, at Bishop Margaret Wanjiru’s Jesus Is Alive Ministries church in Nairobi.
“If you want change in Nairobi, Mosiria is the change. Mosiria will fix Nairobi,” he told the congregation before turning to Bishop Wanjiru: “Sasa nataka nikuwe gavana, mama akiwa deputy wangu. Twende mbele, mama!”
He said he wanted to become governor, with Wanjiru as his deputy.
In his statement on Wednesday, he said he was ready to serve. “I have endured the pain, learned from the challenges, and I am ready to serve,” he wrote.
Mosiria, one of City Hall’s most visible officials, was appointed Chief Officer for Health after the 2022 General Election. He was moved to the Environment docket in August 2024 and then to Citizen Engagement and Customer Service in November 2025. In an interview on October 19, he had said he would remain in his county job until the official campaign period began.
