The Intergovernmental Authority for Development on Monday adopted a new treaty that will see the agency fully operate under a set of rules like other regional economic communities. The new treaty replaces the agreement that gave birth to IGAD in 1996.
This makes the crucial bloc a rules-based organization fully aligned with other regional economic communities, enhancing its reach further.
Among other things, the chairmanship will see member states assume office in alphabetical order, on a one-year rotational basis. The rotation will be done at the assembly summit every June 12.
The treaty gives power and process to impose sanctions and establishes that every policy organ of IGAD has a defined number of meetings per calendar year – quarterly, biannually and annually as the case may be.
The IGAD treaty will enter into force after at least two-thirds of the members have signed and ratified the documents. Member states also formally welcomed back Eritrea into the bloc following its boycot in 2007 citing bias.
Regional heads of state converged in Djibouti for the 14th ordinary session of the IGAD Assembly of heads of state and govenrment on June 12 to deliberate on crucial matters pertaining to peace, security, and development in the region.
In addition to the IGAD member states, the African Union, diplomatic community members, and representatives from the United Nations and the European Union also attended the event.
“The Assembly provided an opportunity for IGAD member states to review the progress made in addressing these issues and to discuss new strategies for achieving sustainable development in the region,” IGAD said.
The discussions prioritized strengthening cooperation among member states, promoting regional integration, and fostering peace, stability, economic growth, and social development.
As the supreme policy-making body of the Authority, the Assembly of Heads of State and Government plays a pivotal role in setting objectives, providing guidelines, and establishing programs for the Secretariat.
