The Senate has established a special committee to investigate the proposed removal from office by impeachment of Siaya Deputy Governor William Oduol.
Senate Leader of Majority Aaron Cheruiyot, in a motion tabled in the House, moved members to adopt a list of 11 Senators to investigate the allegations raised against the Deputy Governor.
Oduol was on June 8th, 2023, impeached by members of the Siaya County Assembly after the MCAs approved a motion to remove him from office as the deputy governor of the county.
The speaker of the County Assembly of Siaya conveyed to the Senate Speaker a resolution of the County Assembly removing from office by impeachment of the Deputy Governor in a letter dated 9th June 2023 and further forwarded to him documents in evidence of the proceedings of the Assembly.
The special committee members approved to carry out the investigation are Senator William Kisang of Elgeyo Marakwet County, Senator Abass Mohamed of Wajir County, Senartor Mwenda Gataya Mo Fire of Tharaka Nithi County, Senator Tabitha Mutinda, Senator Raphael Chimera Mwinzagu, Senator Miraj Abdullahi Abdulrahman, and Nyamira County Senator Erick Okong’o Omogeni.
Other members of the committee are Senator Catherine Mumma, Senator Daniel Maanzo of Makueni County, Senator Betty Batuli Montet and Kisii County Senator Richard Onyonka.
Senators who contributed to the motion appealed to members of the Special Committee to conduct their work diligently ensuring that justice is delivered to all the parties involved.
Pursuant to Standing Order 80 (2) (b), the Special Committee is required to report to the Senate, within 10 days of its appointment, on whether particulars of the allegations against the Deputy Governor have been substantiated.
Oduol was impeached over allegations of gross violation of constitution and other laws, misuse of public resources and gross misconduct.
The Siaya county MCAs accused the deputy governor of interference with procurement process through acts of bid-rigging, bulldozing officers to renovate his office outside the approved budget and misusing public resources by attending a private (CPAK) meeting in Mombasa in November 2022.
The deputy governor was also indicted for bullying the Acting Finance and Economic Planning chief officer Jack Odinga and the director of supply chain management Martin Okwatta, and for misleading the public by giving false information.
