President William Ruto has made a series of new State appointments aimed at improving service delivery within his administration. These appointments were announced in a gazette notice published on Friday, October 4.
One of the key changes involves the formation of a Selection Panel tasked with recruiting the Vice-Chairperson and members of the Public Service Commission.
The seven-member panel will oversee this process, in line with the law, which requires that the PSC comprise a Chairperson, Vice-Chairperson, and members appointed by the President with the approval of the National Assembly.
The individuals appointed to the Selection Panel include Arthur Osiya, Oscar Eredi, Prof. Nura Mohammed, Grace Wairimu Kamau, Ruth Wambeti Ruraa, Nancy M. Butama, and Elizabeth Chesang.
Additionally, former Machakos Town MP Victor Munyaka has been appointed as Chairperson of the Kenya Animal Genetic Resource Centre for a three-year term.
Munyaka had previously been nominated as Chief Administrative Secretary (CAS) at the Ministry of Lands, Public Works, Housing & Urban Development, but the courts declared the position unconstitutional.
In other appointments, James Ndung’u Mureu has been named Chairperson of the Micro and Small Enterprises Authority, also for a three-year term.
Donald Murgor’s tenure as Chairperson of the Water Resources Authority Board has been extended until 2027, following his initial appointment in September last year.
Bishop Joseph Kagunda, who served as the head of the ACK Mt. Kenya West Diocese for two decades, has been appointed Chair of the Board of the Anti-Doping Agency for three years.
Silas Otieno will chair the Council of the Kenya Institute of Mass Communication, and Joseph Kipchumba will lead the National Mining Corporation until 2027.
These appointments come amid public scrutiny of President Ruto’s administration, with many Kenyans urging the government to fulfil the promises set out in its manifesto.
