Dr Dennis Miskellah, Deputy Secretary General of the Kenya Medical Practitioners, Pharmacists and Dentists Union (KMPDU), has been appointed to the Board of Trustees of the Local Authorities Provident Fund (LAPFUND) for a three-year term.
The appointment was announced in Gazette Notice No. 15978, dated Friday, October 9, 2026, and made by National Treasury Cabinet Secretary John Mbadi under Section 5(1) of the Local Authorities Provident Fund Act.
The notice stated: “In exercise of the powers conferred by Section 5(1) of the Local Authorities Provident Fund Act, the Cabinet Secretary for the National Treasury appoints Kevin Owango Onyango and Dennis Miskellah to be Members of the Board of Trustees of the Local Authorities Provident Fund, for a period of three (3) years, with effect from 9 October, 2026.”
Miskellah was appointed under paragraph (d) of the section, with Onyango named alongside him under paragraph (c), both appointments taking effect on the same day.
KMPDU Secretary General Dr Davji Atellah welcomed the appointment, saying it offers an opportunity to strengthen accountability in how the fund is managed.
He noted that county governments currently owe LAPFUND more than Sh100 billion in unremitted contributions and said he expects Miskellah to bring firm, principled leadership to the board, particularly in safeguarding employees’ savings and ensuring funds are properly accounted for.
LAPFUND is a retirement benefits scheme established to manage pension contributions for employees of local authorities and related public bodies.
As a trustee, Miskellah will join the rest of the board in overseeing the fund’s management, including matters relating to its investments and the interests of its members, at a time when the scheme is grappling with a substantial backlog of unpaid employer contributions from county governments.
The appointment came as part of a broader round of state board appointments and reappointments announced that week.
President William Ruto renewed the terms of Francis Moroto, Habon Farah, Joseph Boit and Rusiana Mitau on the NEPAD Kenya Governing Council for a further three years, while Treasury CS Mbadi also made separate appointments to the NG-CDF Board of Directors.
Energy and Petroleum Cabinet Secretary Opiyo Wandayi separately confirmed new chief executives following competitive recruitment processes: Tom Odhiambo Imbo at the Kenya Electricity Transmission Company (KETRACO), Stephen Kipsang Busieney at the Geothermal Development Company (GDC), and Edward Mwirigi Kinyua at the Energy and Petroleum Regulatory Authority (EPRA).
