The National Assembly’s Budget and Appropriations Committee is this week expected to table its report on the 2023/24 Financial Year budget for debate in Parliament, ahead of next week’s reading of the budget statement by Treasury Cabinet Secretary Njuguna Ndung’u.
The committee chairman Ndindi Nyoro, said that his team had finalized the process of scrutinizing the budget estimates tabled by Prof Ndung’u, pending debate on the floor of the House.
Mr Nyoro, who is also the Kiharu MP, added that his committee, during its sittings, discussed and adopted the 2023/24 Budget Estimates report of Expenditure and Revenue.
The MP said that the committee’s report to be tabled on the floor of the House, also included views and recommendations from various departmental committees of Parliament which interrogated the document.
The departmental committees had during their deliberations, held sessions with various government ministries, departments and agencies which appeared before the teams to defend their budget estimates for the coming financial year.
Mr Nyoro further argued that the Budget Committee had in its recommendations, also proposed additional funding to some focus areas in the budget.
These include additional allocation to settle pending bills in government, recruitment of more than 8,000 interns in the Public Service, and an increased allocation for the Higher Education Loans Board (HELB).
“The Committee also considered among others, the funding in Development Expenditure for Regional Development Authorities which had previously been underfunded to help them execute their mandate. The Committee is expected to table its report in the House this week,” Mr Nyoro said.
The President William Ruto led administration has proposed a Sh3.6 trillion for the 2023/24 financial year with a Sh700 billion deficit to be financed through borrowing.
The Kenya Kwanza administration plans to spend Sh2.5 trillion on recurrent expenses and Sh769.3 billion on development.
Estimates tabled in Parliament by the National Treasury further indicate that about Sh2.25 trillion of the funds will be allocated to the national government with counties receiving about Sh 385 billion.
The budget marks an increase of Sh251 billion from the 2022/23 budget which stood at about Sh3.39 trillion.
