Paul Famba has been sworn in as the new Secretary/Chief Executive of the Public Service Commission (PSC), replacing Simon Rotich, whose tenure ended last month.
The ceremony, held on Wednesday at the Supreme Court of Kenya, followed Mr Famba’s appointment on June 5, 2024, for a five-year term beginning August 1, 2024.
Chief Justice Koome, who presided over Mr Famba’s swearing-in, highlighted the crucial role of the PSC in embedding constitutional values and principles throughout the public service.
She emphasized that the PSC is vital for ensuring an efficient and effective public service, promoting accountability and integrity as core values.
“The PSC plays a key role in protecting public servants from political influence and fostering meritocracy, which are essential for a non-partisan and responsive public service,” Ms Koome said.
The Chief Justice noted that Mr Famba is stepping into the role amid heightened public scrutiny of service delivery in public offices.
She urged the PSC to champion constitutional adherence and prioritize the common good, emphasizing the need for public officers to align with citizens’ concerns and fight corruption vigorously.
“We must ensure that corruption and its associated evils are eradicated from public offices,” she added.
The Chief Justice advised Mr Famba to remain guided by his oath of office and the law, suggesting that the oath should be his constant guide in decision-making.
PSC Board Chairperson Amb. Anthony Muchiri congratulated Mr Famba on his new role.
“We look forward to strengthening our collaboration with the Secretariat and making a positive impact on the Commission’s goals,” Mr Muchiri stated, assuring Mr Famba of the Board’s support.
The new CEO holds a Master of Arts in Peace and Conflict Management from Kenyatta University and a Bachelor of Arts degree from the University of Nairobi.
Before his appointment to the PSC, Mr Famba was the Secretary of Administration at the Ministry of Interior and National Coordination. He also served as an Assistant County Commissioner, Protocol Officer, Deputy County Commissioner, and Director of Administration.
