Cabinet Secretaries, Governors restricted to three-member delegations for foreign travel

Cabinet Secretaries (CSs) and governors will henceforth be accompanied by a maximum of three member delegation for foreign travel.

This is according to a memo by Chief of Staff and Head of the Public Service, Felix Koskei, who says these measures are to ensure a more prudent allocation of resources.

Koskei stated, “Where the Cabinet Secretary is to be accompanied, at least one of the delegates shall be a technical officer specialized in the subject matter of the foreign engagement, with no security or personal assistants/logistics officers other than as exempted.”

Delegations led by Principal Secretaries (PSs) will include two persons, including the PS, while county governors’ delegations will have three persons.

In cases where a County Executive Committee travels on behalf of a County Governor, they must travel alone.

No reimbursements

Furthermore, the government will no longer reimburse expenses related to benchmarking and study visits, training, research, academic meetings, symposia, conferences, meetings of general participation, side events, exhibitions, committees, and association meetings.

The government is also seeking to suspend sponsored events that involve a quarter per diem and ticket upgrade unless the invitee explicitly waives the expected upgrade amount.

Koskei justified these measures as a necessary step to reduce and prioritize expenditure. The government aims to focus on critical operations and activities essential for serving the Kenyan people effectively.

He explained that these actions align with the fiscal consolidation and monetary policy strategies of the Kenya Kwanza government.

This strategy seeks to improve the available resource pool for a wide range of activities crucial for both national and county development.

Institutions intending to travel and participate in the categories of events are to request virtual participation where possible.

Alternatively, they can engage the Ministry of Foreign and Diaspora Affairs to ensure the participation of diplomatic officials in the host country.
