Ezra Chiloba, the Director General of the Communications Authority, has resigned. Chiloba’s decision follows his suspension, as previously reported in an internal memo by CA Chairperson Mary Mungai.
Chiloba submitted his resignation in a letter to the Chairperson of the CA Board of Directors, dated October 18, 2023.
Mungai expressed her gratitude for Chiloba’s significant contributions to the CA and the ICT sector, while also extending her best wishes.
Chiloba’s resignation coincides with allegations of mismanagement concerning a Sh662 million staff mortgage scheme within the Authority.
Christopher Wambua has been appointed as the Acting Director General, effective immediately and until further notice.
Internal audit
Chiloba’s last working day at the Authority was on September 18, 2023, after an internal audit reportedly uncovered substantial losses within the CA scheme during his tenure.
He was subsequently suspended indefinitely, facing allegations of abuse of office and conflicts of interest, among other things.
In a letter dated October 2 and addressed to CA Board Chair Mary Mungai, Chiloba strongly refuted the accusations, characterizing them as baseless and inaccurate.
Chiloba emphasized that all actions related to the management of the mortgage scheme strictly adhered to relevant policies and guidelines.
“I wish to state that the allegations leveled against me, including Conflict of Interest, abuse of office, intent to defraud the authority, lack of professionalism, integrity negligence, and failure to show due care are unfounded, incorrect, and unjustified,” Chiloba stated in his letter.
“I wish to reiterate that all steps concerning staff mortgage administration were undertaken in compliance with the applicable framework and policies.”
