The Judicial Service Commission (JSC) has appointed Robert Kibet Kibor as its new Registrar, filling a position that had been held in an acting capacity for more than two years.
The Commission announced the appointment in a statement dated Monday, September 7, confirming that Kibet was appointed under Section 10(2) of the Judicial Service Act, Cap. 8A, following a competitive recruitment process. The vacancy had been advertised on January 16, 2026, with interviews for shortlisted candidates conducted on June 30, before the Commission settled on Kibet.
“The vacancy in the Office of the Registrar, Judicial Service Commission arose following the appointment of the then Registrar, Hon Winfridah B. Mokaya, CBS, as Chief Registrar of the Judiciary in March 2024. Since then, Hon Isaac Wamaasa has served as Acting Registrar JSC, providing leadership and continuity in the Office during the intervening period,” the statement read.
As Registrar, Kibet will provide strategic leadership and oversight of the Commission’s technical and shared services functions, supporting the JSC in carrying out its constitutional mandate through the development and implementation of policies, strategies and programmes aimed at strengthening institutional effectiveness, enhancing accountability and contributing to the effective administration of justice.
“In accordance with the Judicial Service Act, the Registrar will be responsible to the Chief Registrar of the Judiciary and Secretary to the Commission in the performance of his duties,” the JSC statement read. The Commission said his years of experience within the institution had given him a strong grasp of its mandate, institutional framework and day-to-day operations.
Kibet brings 14 years of post-admission experience as an Advocate of the High Court of Kenya to the role. He has served at the JSC since 2012, joining initially as a Legal Researcher before rising steadily through the ranks to his most recent position as Assistant Director, Legal Services.
He holds a Bachelor of Laws degree from Moi University, a Postgraduate Diploma from the Kenya School of Law, and a Master of Arts in International Relations, specialising in Foreign Policy and Diplomacy, from the United States International University.
He has also completed the Strategic Leadership Development Programme at the Kenya School of Government, alongside additional corporate governance training.
The Commission congratulated Kibet on the appointment and wished him success as he takes up the role, reaffirming its broader commitment to promoting the independence and accountability of the Judiciary and supporting the effective, efficient and transparent administration of justice nationally.
