A court has released Youth Affairs Principal Secretary Fikirini Jacobs’ bodyguard on a free bond of Sh20,000 as police continue investigating the fatal shooting of Cecil Otieno Anyango in Nairobi, Kariokor area.
Rashid Charo appeared before the Makadara Chief Magistrate’s Court on Wednesday but did not take a plea after detectives sought additional time to complete investigations into the suspected murder. The case will be mentioned on August 10.
Court documents indicate that the shooting occurred after the Principal Secretary attended a function at a social hall in Kariokor, where a group of youths allegedly demanded money from him.
“It is alleged that one Cecil Otieno boarded the Principal Secretary’s official motor vehicle, prompting the driver to drive towards Pangani Police Station while being pursued by members of the public on foot and on motorcycles. During the ensuing commotion, members of the public pelted the motor vehicle with stones, and in the course of the incident, Rashid Charo discharged his firearm, fatally injuring Cecil,” the report states.
Investigators said the injured man was rushed to Park Road Nursing Home by members of the public, where he was pronounced dead while undergoing treatment.
Police told the court that several key aspects of the investigation remain incomplete, including forensic and ballistic examinations of the firearm, ammunition and other exhibits recovered from the scene.
“The firearm, ammunition and other exhibits recovered in connection with the incident are yet to be submitted for ballistic and forensic examination, and the reports are necessary for the investigations. Several witnesses and other persons of interest are yet to record their statements,” the report further states.
A post-mortem examination established that Cecil died from a single close-range gunshot wound to the chest.
The matter will return to court on August 10 as detectives continue gathering evidence before making further decisions on the case.
