Eveleen Mitei has been appointed Acting Chief Executive Officer of the Teachers Service Commission (TSC) following the commencement of terminal leave by outgoing CEO Dr. Nancy Macharia, who is due to retire on June 30, 2025.
In an internal memo dated June 1, 2025, Dr. Macharia confirmed her departure from office, marking the beginning of a leadership transition at the helm of the Commission.
“I am proceeding on terminal leave with effect from June 1, 2025, pending my retirement from the Teachers Service Commission on June 30, 2025, after serving the Commission in various capacities. In the meantime, note that the Commission has appointed Ms. Eveleen Mitei to act as the Commission Secretary/CEO pending the appointment of my successor. I urge you to accord her the necessary support,” she stated.
Her exit occurs against the backdrop of a legal challenge surrounding the recruitment of a substantive CEO. The Employment and Labour Relations Court in Mombasa issued interim orders suspending the hiring process following a petition filed by Mombasa resident Thomas Mosomi Oyugi, who claims the process violates constitutional provisions and employs discriminatory criteria.
Justice Kebira, in his ruling, stated:
“The status quo that shall obtain on May 27, 2025, at 5:10 PM, as regards the impugned process, shall be maintained till further orders of this court.”
Earlier in May, the Commission had advertised the vacancy in MyGov, inviting qualified individuals to apply for the position, which entails steering the Commission’s strategic direction and overseeing its day-to-day operations.
“The Secretary shall be the Chief Executive Officer of the Commission responsible for implementation of policies, decisions and strategies of the Commission,” read part of the advertisement.

Candidates are required to possess a minimum of ten years’ experience in education, administration, and human resource management.
In line with Chapter Six of the Constitution, applicants were also expected to obtain clearance from several institutions, including the Kenya Revenue Authority (KRA), Higher Education Loans Board (HELB), Ethics and Anti-Corruption Commission (EACC), Directorate of Criminal Investigations (DCI), and Credit Reference Bureau (CRB).
The deadline for submission of applications was May 27, 2025.
Dr. Macharia’s departure marks the conclusion of a notable chapter in the Commission’s history. Her tenure is widely acknowledged for implementing far-reaching reforms and enhancing teacher professionalism and service delivery across the country.
