The National Assembly is set to vet nominees for key positions in three Constitutional Commissions and two State Offices, following nominations by President William Ruto.
Speaker of the National Assembly Moses Wetang’ula in a communication to MPs, said the House will interrogate the 21 nominees picked for positions at the Independent Policing Oversight Authority, the Commission on Administrative Justice, the Salaries and Remuneration Commission, the National Gender and Equality Commission and the Central Bank of Kenya.
“Pursuant to the provisions of Standing Order 42(1), I wish to report to the House that I have received five messages from His Excellency the President relating to nomination of persons to various positions,” said Speaker Wetang’ula.
In the first message, the President nominated former chairman of the Independent Electoral and Boundaries Commission Ahmed Issack Hassan to chair the board of the IPOA in accordance with section 11(5) of the Independent Policing Oversight Authority Act, 2011.
Additionally, the Head of State also tapped Ann Wanjiku Mwangi, Micah Onyiego Nyakego, Boniface Kipkemoi Samati, Annette Mbogoh, John Muchiri Nyaga, Kenwilliams Nyakomitah and Jackline Lukalo Mwenesi as members of the IPOA board.
In his second message, the President nominated Charles Orinda Dulo to serve as chairperson of the Commission on Administrative Justice with Charles Njagua Kanyi and Dorothy Jemator Kimengech, nominated as members of the commission.
The nominee for the position of chairperson of the Salaries and Remuneration Commission, Sammy Chepkwony was selected alongside five other nominees representing different sectors in line with the Constitution.
Jane Gatakaa Njagewas picked to represent the Teachers Service Commission (TSC), Maj. Gen. (Rtd) Martin Kizito Ong’oyi to represent the Defence Council and Mohamed Aden Abdi to represent the Senate on behalf of county governments in the Salaries and Remuneration Commission. Other nominees to SRC include Gilda Odera, Geoffrey Apollo Omondi and Leonid Ashindu.
The fourth message from the President detailed the nomination of Rehema Dida Jaldesa and Michael Mbithuka Nzomo (PWD) for appointment as the chairperson, and member of the National Gender and Equality Commission, respectively, pursuant to Article 250 of the Constitution and section 11(6) of the National Gender & Equality Commission Act, 2012.
In his final message to the National Assembly the President nominated Gerald Nyaoma Arita to the position of Deputy Governor of the Central Bank of Kenya in accordance with section 13B of the Central Bank of Kenya Act (CAP 491).
“In this regard, I hereby refer the Messages from His Excellency the President, together with the Curriculum Vitae, the Reports of the respective Selection Panels, and that of the Public Service Commission, of the nominees to the respective Departmental Committees.” said Wetang’ula.
The persons nominated for positions under IPOA are set to appear before the Departmental Committee of Administration and Internal Security while those nominated for positions in the Commission on Administrative Justice shall appear before the Committee on Justice and Legal Affairs.
The Salaries and Remuneration Commission nominees are expected to appear before the Committee on Labour while those nominated for the National Gender and Equality Commission will appear before the Social Protection Committee.
Gerald Nyaoma, the nominee for the deputy governor of the Central Bank of Kenya will appear before a joint sitting of the National Assembly Committee of Finance and National Planning and the Senate Standing Committee on Finance and Budget.
The Committees are expected to conclude their hearings and table their reports in the House before November 26, 2024.
