The Independent Electoral and Boundaries Commission (IEBC) has appointed Ruth Kulundu as Acting Chief Executive Officer and Commission Secretary, placing her in charge of the electoral agency’s secretariat as the search for a substantive office holder continues.
Kulundu assumed office on Wednesday, August 5, and will serve in an acting capacity for two months or until the recruitment of a permanent CEO and Commission Secretary is completed.
IEBC Chairperson Erastus Ethekon communicated the changes to staff through an internal memo, urging employees to support the transition and ensure continuity in the commission’s operations.
“The Commission has appointed Ruth Kulundu to the position of Acting Chief Executive Officer/Commission Secretary, effective 5th August, 2026,” Ethekon said in the memo.
Kulundu takes over from Moses Ledama Sunkuli, who has served as acting CEO since February following the resignation of Marjan Hussein Marjan.
Marjan’s exit brought an end to his tenure as the electoral body’s administrative head and accounting officer.
The appointment comes as IEBC continues with the recruitment of a substantive CEO after advertising the position on July 28. The deadline for applications is August 11.
Kulundu previously served as Deputy Commission Secretary and brings more than a decade of experience in election management. She joined IEBC as a Regional Elections Coordinator before rising to the position of County Elections Manager.
Her appointment comes as the commission prepares for key electoral activities ahead of the 2027 General Election, with IEBC seeking to ensure stability and continuity within its secretariat during the transition period.
