The Teachers Service Commission (TSC) has shortlisted five candidates, including acting Chief Executive Officer Dr Evaleen Jesang Mitei, for the position of Commission Secretary and CEO. The candidates will be interviewed on Monday, November 16, 2026, at the commission’s headquarters in Upper Hill, Nairobi.
Mitei, from Uasin Gishu County, will compete with Cheptumo Ayabei of Baringo County, Robert Odette of Migori County, Lawrence Ngai Kaburu of Tharaka Nithi County and Farah Abdi Saman of Mandera County. The five were picked from 124 applicants.
TSC has invited members of the public to share any credible information about the shortlisted candidates through sworn affidavits addressed to the commission’s chairperson. The affidavits must reach the commission by Friday, November 13, 2026.
The shortlist follows a fresh recruitment process that TSC launched on September 29, 2026, after the High Court nullified the earlier recruitment process over procedural flaws. In a ruling on September 17, 2026, the court found that the original advertisement had given applicants only 13 days to apply, instead of the 14 days required under the commission’s human resource guidelines. The court also faulted TSC for failing to disclose the salary for the position and ordered the recruitment to start afresh.
The position fell vacant when Nancy Macharia retired on June 30, 2025, after a 10-year tenure at the helm of the commission. Mitei was appointed to act as CEO in June 2025, when Macharia went on terminal leave.
Before that, she served as TSC’s Director of Teacher Discipline Management. She joined TSC as a teacher in 1994 and moved to the commission’s secretariat in 1999, where she rose through several positions, including staffing officer, human resource management and development officer, and discipline officer. She holds a Master of Science in Human Resource Management from the University of Manchester and a Bachelor of Education from Moi University.
