President William Ruto has made significant new appointments, placing former Cabinet Secretaries Moses Kuria and Eliud Owalo, and digital strategist Dennis Itumbi in senior government roles.
According to Felix Koskei, the Chief of Staff and Head of Public Service, President Ruto has appointed Kuria, the former CS for Public Service, as Senior Advisor in the Council of Economic Advisors.
This move aims to enhance the implementation of the BETA Plan under the Broad-Based Government.
“To bolster the implementation of the BETA Plan by the Broad-Based Government, the Head of State and Government has caused the appointment of Hon. Moses Kiarie Kuria, HSC, as Senior Advisor in the Council of Economic Advisors,” Mr Koskei said in a statement on Friday.
Additionally, President Ruto has appointed Eliud Owalo, the former CS for Information, Communication & Digital Economy, to the position of Deputy Chief of Staff for Performance and Delivery Management.
In this role, Mr Owalo will oversee the implementation, monitoring, and evaluation of key government projects in alignment with the Bottom-Up Economic Agenda (BETA). His office will also ensure that government ministries, departments, and agencies achieve their service delivery targets.
“In execution of the high mandate vested in the Head of State and Government, His Excellency the President has today made appointments to augment the staff complement supporting the implementation of the Bottom-Up Economic Agenda (BETA),” Mr Koskei added.

Meanwhile, Mr Itumbi has been appointed as the Head of Creative Economy and Special Projects within the Executive Office of the President.
Mr Itumbi’s appointment “will go into fostering this administration’s zeal of innovation and growth towards a robust yet novel sector in the economic sphere,” according to Mr Koskei.
