Mzalendo report names Elachi, Nyikal and Mulu as Parliament’s most active debaters

A new report on the performance of members of Parliament has listed Dagoretti North MP Beatrice Elachi, her Seme counterpart James Nyikal and Makali Mulu of Kitui Central as some of the most active and vocal MPs in Parliament this year.

The report by Mzalendo, a Parliamentary monitoring organization, shows that the three MPs, alongside Ken Chonga of Kilifi MP and Geoffrey Kiringa Ruku of Mbeere North were the most active legislators, contributing to various debates and sessions on the floor of the House.

The five legislators also contributed to a number of motions, Bills and statements touching on a number of issues, setting them apart from most of their peers during sessions in Parliament this year.

The report for the year 2023, shows that the five MPs made significant contributions on issues such as the ongoing debate on public debt, housing, health, food security, conservation, droughts among other issues.

“The most active members spoke about public investment initiatives, non-performing loans in public debt, vetting of cabinet secretaries, housing in Kibera, conservation, school feeding programmes, NHIF, IDPs in Nyanza and western, food insecurity, drought and water among other issues,” the report says.

According to the report, Mulu was the most active of the five MPs, contributing to more than 66 debates on motions, Bills and other statements, followed by Elachi at 64, Nyikal at 52, Chonga at 45 and Ruku at about 45. 

Conversely, UDA nominated MP Teresia Wanjiru Mwangi, Elizabeth Kailemia of Meru and Muthoni Marubu of Lamu were the least active and vocal MPs, contributing to almost zero debate in the House.

The three are part of a list that also includes MPs Ronald Karauri (Kasarani), Oscar Sudi (Kapseret), George Aladwa (Makadara), Fred Kapodi (Mt Elgon), Feisal Bader (Msambweni), Samuel Arama (Nakuru Town West) and Ernest Ogesi of Vihiga who did not contribute to any debate in the House.

Others were Mohamed Soud (Mvita), Charles Gimose (Hamisi), Innocent Momanyi (Bobasi), Paul Chebor (Rongai) and nominated MP Joseph Iraya Wainaina.
