Uncontrolled development of artificial intelligence (AI) in the United States could lead to tragic consequences and potentially become a catastrophe for all humanity, according to Chinese envoy to Russia, Zhang Hanhui.
“What is happening in the United States? There, AI development is largely driven by profit. In its pursuit of global dominance, the U.S. has allowed AI to grow unchecked, which is already resulting in tragic outcomes,” Zhang told the TASS news agency.
“Since 2024, there has been a rise in cases where AI chatbots developed by U.S. companies have encouraged teenagers to take their own lives. In early 2025, the world was shocked by news of a Cybertruck explosion in Las Vegas — the first-ever attack planned using ChatGPT. This incident clearly shows how the unregulated growth of technology can lead to disaster for human civilisation,” he said.
China, he emphasised, treats safety as a cornerstone of AI development, prioritising ethical standards and ensuring that AI is kept under control to serve the greater good of humanity.
Zhang noted that in March 2024, China became the first country to issue the Basic Safety Requirements for Generative Artificial Intelligence Services, establishing a tiered and category-based system for AI management.
In September 2024, China also released the AI Safety Governance Framework, which defined safety criteria for high-risk areas and provided core technical guidelines to promote the sustainable and secure development of AI.
