State to coordinate with counties to implement bottom up economic model

Interior PS Omollo says counties will be included in the implementation of the bottom-up economic transformation agenda

The government has announced plans to work alongside county governments to realise the bottom up economic transformation agenda.

This is according to interior principal secretary Raymond Omollo who said that plans are underway to rope in counties in the coordination of government functions to ensure synchrony in achieving growth and development at the grassroots.

Speaking during a meeting with Prime Cabinet secretary and foreign affairs CS Musalia Mudavadi in his office, Omollo said that the counties will be included in the plan through the national government administration officers currently stationed in counties.

The national government administration officers, had in an Executive Order No. 2 of 2023 been tasked with the responsibility of coordinating and implementing the government’s bottom up economic agenda at the grassroots through the coordination and implementation of national government policies, programmes and projects.

Omollo said that pursuant to that circular, the ministry of interior and national administration operationalized Regional Implementation Coordination and Management Committees (NGD-RICMCs) and the County Implementation Coordination and Management Committees (NGD-CICMCs) in the regions and counties respectively.

He added that the committees submit regular reports to the Ministry of Interior and National Administration for onward transmission to the Office of the Prime Cabinet Secretary.

Further, the committees have interacted with the NDIC Governance and Public Administration Sub-Committee in unlocking challenges affecting implementation of the BETA projects.

“We remain committed to promoting inter-governmental relations in line with the provisions of the Constitution. Our officers will strive to collaborate, cooperate and consult with county governments in ensuring the whole of nation approach,” Omollo said.

“This will be done seamlessly without superimposing and interfering with the functions of the county governments and the attendant structures,” he added.

In his statement, Omollo said that the committees are currently submitting regular reports to the Ministry of Interior and National Administration for onward transmission to the Office of the Prime Cabinet Secretary.

Further, the Committees have interacted with the NDIC Governance and Public Administration Sub-Committee in unlocking challenges affecting implementation of the BETA projects.

“Our field Teams are committed to raise the coordination bar and ensure that all stakeholders are onboarded throughout the project cycle. They are also committed to the visibility and relevance of the projects, policies and programmes through awareness raising and sustained engagement. These will go a long way in ensuring value for money and completion of projects,” Omollo said.

The PS also noted that to address some of the gaps witnessed in the coordination of functions with counties, his office will be recommending that for effective information management.

“MDAs are urged to communicate to NGAOs through the Ministry Headquarters. This will go a long way in streamlining communication and coordination,” the PS said.
